{"id":29168,"date":"2026-07-31T14:52:31","date_gmt":"2026-07-31T12:52:31","guid":{"rendered":"https:\/\/tempull.com\/?p=29168"},"modified":"2026-07-31T14:52:31","modified_gmt":"2026-07-31T12:52:31","slug":"berisha-reforma-territoriale-e-vitit-2014-ishte-leve-e-arkimedit-per-shpopullimin","status":"publish","type":"post","link":"https:\/\/tempull.com\/index.php\/2026\/07\/31\/berisha-reforma-territoriale-e-vitit-2014-ishte-leve-e-arkimedit-per-shpopullimin\/","title":{"rendered":"Berisha: Reforma territoriale e vitit 2014 ishte \u201clev\u00eb e Arkimedit p\u00ebr shpopullimin\u201d"},"content":{"rendered":"<p class=\"isSelectedEnd\">Kreu i Partis\u00eb Demokratike, <strong>Sali Berisha<\/strong>, ka kritikuar reform\u00ebn administrativo-territoriale t\u00eb vitit 2014, duke e cil\u00ebsuar at\u00eb si nj\u00eb nga faktor\u00ebt kryesor\u00eb t\u00eb shpopullimit t\u00eb Shqip\u00ebris\u00eb rurale.<\/p>\n<p class=\"isSelectedEnd\">N\u00eb nj\u00eb deklarat\u00eb lidhur me debatin p\u00ebr reform\u00ebn e re territoriale, Berisha tha se ndryshimet e vitit 2014 kan\u00eb sjell\u00eb pasoja t\u00eb r\u00ebnda p\u00ebr komunitetet lokale dhe kan\u00eb ndikuar n\u00eb p\u00ebrkeq\u00ebsimin e sh\u00ebrbimeve dhe infrastruktur\u00ebs n\u00eb zonat rurale.<\/p>\n<p class=\"isSelectedEnd\">\u201cAntireforma territoriale e vitit 2014 u faktua p\u00ebrfundimisht si nj\u00eb lev\u00eb e Arkimedit p\u00ebr shpopullimin e Shqip\u00ebris\u00eb\u201d, deklaroi Berisha.<\/p>\n<p class=\"isSelectedEnd\">Sipas tij, reforma e vitit 2014, e cila reduktoi numrin e nj\u00ebsive t\u00eb qeverisjes vendore nga 410 bashki dhe komuna n\u00eb 61 bashki, ishte nj\u00eb goditje e r\u00ebnd\u00eb p\u00ebr Shqip\u00ebrin\u00eb rurale.<\/p>\n<p class=\"isSelectedEnd\">\u201cReforma q\u00eb u p\u00ebrdor n\u00eb vitin 2014, q\u00eb solli nga 410 nj\u00ebsi vendore, bashki dhe komuna t\u00eb marra s\u00eb bashku, gjithsej 61 bashki apo nj\u00ebsi t\u00eb qeverisjes vendore, ishte goditja m\u00eb e r\u00ebnd\u00eb q\u00eb ajo q\u00eb mund ta quajm\u00eb Shqip\u00ebria rurale, mori, dhe n\u00eb t\u00ebr\u00ebsi Shqip\u00ebria, pasi pa Shqip\u00ebri rurale t\u00eb zhvilluar nuk mund t\u00eb ket\u00eb Shqip\u00ebri t\u00eb zhvilluar\u201d, u shpreh ai.<\/p>\n<p class=\"isSelectedEnd\">Berisha pretendoi se m\u00eb shum\u00eb se 45% e popullsis\u00eb humbi sh\u00ebrbimet dhe kontaktin e drejtp\u00ebrdrejt\u00eb me qeverisjen vendore.<\/p>\n<p class=\"isSelectedEnd\">\u201cMbi 45 p\u00ebrqind e popullat\u00ebs humbi sh\u00ebrbimet, humbi qeverisjen direkte me njer\u00ebz t\u00eb zgjedhur prej saj. Humbi t\u00eb gjith\u00eb perspektiv\u00ebn e jetes\u00ebs n\u00eb komunat ku jetonin. Koha p\u00ebr Shqip\u00ebrin\u00eb rurale ndaloi\u201d, tha kreu i PD-s\u00eb.<\/p>\n<p class=\"isSelectedEnd\">Ai solli si shembull zon\u00ebn e Sh\u00ebngjergjit, duke pretenduar se q\u00eb prej vitit 2013 nuk jan\u00eb kryer investime n\u00eb k\u00ebt\u00eb zon\u00eb.<\/p>\n<p class=\"isSelectedEnd\">\u201cUn\u00eb ftoj mediat t\u00eb shkojn\u00eb n\u00eb ish-komun\u00ebn Sh\u00ebngjergj, tani \u00ebsht\u00eb fshati Sh\u00ebngjergj. Nga viti 2013 gjer sot, n\u00eb k\u00ebt\u00eb zon\u00eb nuk \u00ebsht\u00eb investuar nj\u00eb qindark\u00eb\u201d, deklaroi Berisha.<\/p>\n<p class=\"isSelectedEnd\">Sipas tij, edhe zona t\u00eb tjera, si <strong>Baldushku, Preza dhe Ndroqi<\/strong>, kan\u00eb mbetur pa zhvillimin e duhur dhe p\u00ebrballen me munges\u00eb sh\u00ebrbimesh dhe investimesh.<\/p>\n<p class=\"isSelectedEnd\">Berisha akuzoi gjithashtu qeverisjen vendore dhe qendrore p\u00ebr keqmenaxhim t\u00eb fondeve publike. Ai pretendoi se <strong>3.2 miliard\u00eb euro jan\u00eb \u201cvjedhur\u201d p\u00ebr pllakat e qendrave t\u00eb qyteteve<\/strong>, nd\u00ebrsa sipas tij, k\u00ebto fonde mund t\u00eb ishin p\u00ebrdorur p\u00ebr investime n\u00eb zonat rurale.<\/p>\n<p class=\"isSelectedEnd\">\u201c3.2 miliard\u00eb euro u vodh\u00ebn n\u00eb pllakat e qendrave t\u00eb qyteteve.
